Civil Society reports on the Chilean government’s progress towards the Sustainable Development Goals

In recent months the partner organizations of the Asociación Chilena de ONG (Chilean Association of Non-Governmental Organisations), Acción A.G., have worked on an alternative report entitled ‘Actores del Desarrollo’, which looks into Chile’s implementation of the Sustainable Development Agenda promoted by the United Nations. This is the third report of its kind that Acción A.G has produced. The first was in 2017, entitled ‘Informe Luz’, within the framework of the Asocia 2030 project. The second was in 2019, entitled ‘Informe Alternativo de Organizaciones de la Sociedad Civil y Sindicales sobre los Objetivos de Desarrollo’, within the framework of an agreement with The Workers' United Centre.
In order to assess the implementation of the Agenda in its first 5 years, the report seeks a comparative view of what the Government has stated in its voluntary reports, and what Civil Society has stated in its alternative reports. This is an innovative report because it uses various analysis methodologies, including Theory of Change, data mining for interpretation of key concepts, and the Istanbul Principles.
The document was created by working groups, led by researcher Paulina Acevedo. Given the health crisis that the world is undergoing due to COVID, these groups convened periodically via Zoom to analyse each aspect of the report.
David Ordenes from Corporación La Caleta contributed to the creation of the reports and highlighted "the professionalism in the development of the report from Acción. Regarding participation in producing the report, I consider that the information processes that were followed to enable participation were important, as was the ability to gather the contributions that we made in each of the meetings and the systematisations that were carried out”.
For Ximena Salinas, vice-president of Acción, the alternative report ‘Actores del Desarrollo’ “allows us to continue with the civil society reports that we have carried out in recent years on the implementation of the Sustainable Development Agenda. In addition, we thank Forus, the United Nations and the French Development Agency for their contributions in completing this process”.
One of the conclusions of the report is that there are still gaps to be bridged in order to satisfy the frameworks and guidelines presented in the 2030 agenda for the remaining years of the decade. As researcher Paulina Acevedo explains: “We have little time to achieve the ambitious results and impacts the agenda is aiming for and the changes it seeks to promote. Therefore it is important that we move forward in solving obstacles in order to achieve quick and comprehensive implementation, with a focus on human rights, a democratic perspective and a vision of fairer societies where respect for human dignity and non-discrimination are at the heart of the shared vision that this agenda takes on in Chile".
