On February 19th 2025, Forus and CONCORD Europe hosted an engaging webinar that explored how civil society organizations (CSOs) can effectively engage with European Union Delegations (EUDs). With almost 300 participants joining from around the world, the session not only unpacked EU strategies, priorities, and funding mechanisms, but also featured real-world insights from CSOs actively working on the ground.

Understanding EU Delegations and Their Role

EU Delegations are the European 's diplomatic missions in partner countries. They implement EU policies, manage development cooperation and engage with local stakeholders, including CSOs. They bridge high-level EU policies  and local realities. The webinar highlighted the complexity of EU Delegation structures, which can vary in size and function depending on the country.

A crucial aspect of the engagement of EUDs with civil society are the Civil Society Roadmaps, strategic documents that define how EU Delegations interact with CSOs in each country. Understanding and utilizing these roadmaps is essential for organizations looking to influence EU policy and access funding.

As Salomé Guibreteau from CONCORD Europe explained, "The Civil Society Roadmaps are a very important document because they define how the EU engages with civil society at the Delegation level. It is your reference point to understand the EU's priorities and strategies to support and work with civil society in your country."

Strategies for Effective Engagement

During the session, Salomé Guibreteau and our speakers from Zimbabwe, Argentina and Nepal shared clear, actionable strategies that CSOs can adopt to build meaningful relationships with EU Delegations:

Stay Informed: Regularly review EU Delegation websites and subscribe to newsletters to keep up with funding opportunities and policy updates. Several attendees noted that this practice has helped them stay ahead in a competitive funding landscape.

Leverage the Civil Society Roadmap: Use this strategic document to align your work with EU priorities. Participants emphasized that understanding the roadmap can significantly improve proposal success rates and foster stronger relationships with delegation staff.

Engage Proactively: Actively participate in consultation processes, attend EU-organized events, and build direct contact with key delegation staff.  As one participant remarked, “Consistent engagement helped us not only secure funding but also shape the dialogue around our national priorities.”

Collaborate with Other CSOs: Working in coalitions was highlighted as a game changer. Many shared that collective advocacy not only strengthens their bargaining power but also creates a more unified voice that is harder to ignore. 

"Collaboration among CSOs can be a game changer. Working together enhances advocacy efforts and strengthens your position when engaging with EU Delegations...The more connected you are, the more opportunities you will have to engage effectively."

Understand Funding Mechanisms: EU funding is structured through various instruments, such as the Neighbourhood, Development, and International Cooperation Instrument (NDICI - Global Europe ). Knowing how to navigate these mechanisms increases the likelihood of securing financial support.

The Global Gateway: Why It Matters

The Global Gateway is an ambitious EU strategy to mobilize up to €300 billion for sustainable infrastructure projects worldwide, covering sectors such as digital, climate & energy, transport, health, and education. Although primarily focused on large-scale projects, the initiative also has significant implications for local communities and CSOs.

CSOs can play a vital role by ensuring that these investments address local needs, safeguard human rights, and promote inclusive development. As one CSO from Zimbabwe highlighted, "We need to ensure that investments don't just favor big corporations—they must also uplift local communities and create real, sustainable change."

Real-World Impact: Stories from the Field

The webinar featured compelling stories from CSOs that have navigated the complexities of engaging with EUDs:

• From Senegal to Nepal: CSOs shared that proactive follow‑up after consultations transformed their project approaches, leading to better alignment with national priorities and more robust partnerships.
• Lessons from Zimbabwe and Argentina: Participants recounted how leveraging the Civil Society Roadmap and collaborating with other organizations significantly improved their advocacy efforts and funding outcomes.

The webinar underscored that effective engagement with EU Delegations is a continuous process requiring strategic alignment, persistence, and collaboration. By staying informed, leveraging strategic documents, and working together, CSOs can better navigate EU policies and secure the support needed to drive positive change. "Engagement with EU Delegations is not a one-time effort; it requires consistency and strategic alignment to create meaningful impact."

The webinar underscored the importance of persistence and strategic alignment when engaging with EU Delegations. Participants left with a clearer understanding of how to navigate EU policies, connect with relevant stakeholders, and position their organizations for funding opportunities.
