Enhancing visibility and synergies through a digital platform for NGO engagement

CONGAD developed a web portal and geographic information system to improve the visibility, coordination and use of data on NGO programmes in Senegal. The project strengthened access to thematic data, supported advocacy and created a tool for institutional learning and decision-making.

Project Description

 

CONGAD’s project focused on developing an information and communication system to improve the visibility, credibility, accountability and influence of NGOs in Senegal. The initiative responded to the need for better data on NGO work, stronger institutional learning and more accessible information for members, partners and decision-makers. 

 

The project created a web portal linked to a geographic information system covering NGO programmes and projects in Senegal. The platform was designed to provide access to thematic databases, mapping of NGO interventions and resources that can support research-action, policy dialogue, visibility, institutional synergies and advocacy. 

 

The process was highly structured. CONGAD established a project steering committee, developed and approved a digital communication strategy for 2026–2030, validated the web portal and mapping system architecture, recruited a technical provider, worked with the Centre de Suivi Écologique of Cheikh Anta Diop University, and designed a questionnaire for NGOs to contribute data. 

 

The data collection process involved regional cells and trained investigators. CONGAD reported receiving 177 questionnaires, of which 95 were completed according to instructions, documenting 172 projects. The system now provides statistical data on beneficiaries reached by the reporting NGOs and the financial volume of the documented projects. 

 

CONGAD also reported interest from technical and financial partners, including actors involved in mapping non-state actors in Senegal. The system is expected to support regular data updates, improved communication with members and stronger evidence for contributions to policy consultations and advocacy. 

 

For civil society platforms, this project shows the strategic value of investing in data infrastructure when it is linked to member services, advocacy and public recognition of NGO contributions.

CONGAD’s experience shows that data systems are political and strategic tools, not just technical platforms. When a network can document where NGOs work, what they do and who they reach, it is better placed to support members, inform public policy and demonstrate the contribution of civil society.
