From Citizen Ownership of SDG Data to a Credible Alternative Contribution to the DRC’s 2026 Voluntary National Review (VNR).
The CNONGD aims to structure a collective, evidence-based contribution from Congolese civil society to the monitoring of the SDGs within the framework of the 2026 VNR (Voluntary National Review). The project will be based on an approach that promotes the ownership and use of official data available from the OCDD (Ministry of Planning) and United Nations agencies (UNDP, among others). These data will be analysed during provincial CSO workshops to compare national statistics with local realities.
This methodology will not only enable the production of a credible, territorially grounded alternative report, but will also help formalize a replicable approach: combining institutional data with citizen-led analysis to strengthen the influence of national platforms in the VNR process. Lessons learned—including tools, methodology, challenges, and good practices—will be documented and shared within FORUS, contributing to collective learning and capacity strengthening across the network.
Success will be measured by the effective appropriation of data by members, its use in policy dialogue, and the interest shown by other FORUS platforms in adapting this approach to their own contexts.
