Enabling Environment for civil society

 

Civil society's work is increasingly challenging worldwide. Only 7.5% of platforms in a recent Forus study reported that their governments effectively support civil society organizations with capacities and resources.

 

Discover the EU SEE Project- the EU System for an Enabling Environment for Civil Society: Forus is part of the civil society consortium, alongside local NGOs. Funded by the European Union, the program brings together civil society organizations from 86 countries to monitor their civic space, give early warnings of restrictions, and identify opportunities.

Financing for sustainable development

 

In collaboration with its partners, the Forus network works to shape a different economic paradigm which respects people and planet.
 
In terms of influencing spaces, get engaged in: 
  • International conferences for financing for development (post-FFD4, G20 etc.)
  • FICS project: to support the engagement of civil society with Public Development Banks (PDB) by strengthening CSO/PDB dialogue and promoting more people-centred and rights-based approaches in financing sustainable development.

Objectives

  • Serve as Forus’ expert group on Financing for Sustainable Development (FfSD), developing joint policy positions and strategies on ODA, development banks, debt relief, tax justice, and climate finance and develop collective policy positions and strategies based on national and regional insights.
  • Advise Forus governance and members on key FfSD priorities, and represent the network in relevant global processes and forums.

  • Hold bi-monthly peer exchange sessions (1.5 hrs) to share knowledge, best practices, and coordinate advocacy efforts across regions.
  • Participate in major international events while gathering inputs from members to inform positions.

  • Clear and coherent policy positions and advocacy strategies reflecting the collective voice of the network.
  • Regular updates and capacity-building resources provided to members, including webinars, expert-led discussions, and shared communication tools.

Forus advocates for a human-centric approach to digital governance that upholds the rights of individuals and supports the work of CSOs.
 
In terms of influencing spaces, get engaged in: 
  • Internet Governance Fora such as the IGF, ICANN and more! 
  • Join the CADE project: The goal is to increase the long-term, meaningful participation of CSOs—especially from the Global South—in global and regional internet governance and standard-setting forums. This engagement aims to drive inclusive, human-centered policymaking and support a sustainable, open digital future through stronger collaboration and shared impact.

In coordination with members availabilities and interest, members will exchange in a semi-structured space on a selected topic that they feel comfortable and that will contribute to the development of other national platforms. Whether it is about members engagement, volunteers’ coordination, fundraising, campaigning, etc.

Learning Modules


Core competencies have been identified as crucial by most of Forus members through the annual Membership Surveys. The training on this areas will be provided by internal and external practitioners in areas such as a) resource mobilization and effective financial management; b) monitoring and evaluation and ethical data collection and management; c) strategic communications, storytelling and public speaking; and d) digital skills, security, awareness and the opportunities of artificial intelligence in social change. Members shape and expand these areas of interest and learning through the different feedback channels and accountability mechanisms.

For Forus, transparency and accountability thrive through open and inclusive dialogue.

 

By continuously assessing our work, responding to member needs, and fostering mutual accountability, we strengthen monitoring, evaluation, and learning across the network by:

  • Making data-driven decisions that empower members and strengthen our learning, ensuring that the voices of members shape our actions
  • Regularly collecting feedback from members & partners to ensure Forus activities align with their needs, expectations, and priorities
  • Sharing Accountability updates with key insights from Forus activities and decision-making processes
  • Annual reports, showcasing key moments, achievements, and milestones from the year
  • The Voices of Forus 24/7 feedback channel, where members can share opinions, suggestions, and complaints
  • We also help members strengthen their own accountability practices:
    • Forus developed a Toolkit to support CSO networks in collecting member feedback and acting on it
    • In 2025, Forus will launch a working group focusing on strengthening these practices across the network. Stay tuned!
  • In 2025, members will also engage in shaping the 2026–2030 Forus strategy through consultations, surveys, and thematic and regional focus groups
