A PDA cresce a partir de programas e campanhas baseadas no desenvolvimento e nos direitos, dirigidas por várias ONG e redes sobre governação, responsabilidade, direitos civis e políticos, igualdade de género para atingir os objectivos dos ODM, estabelecendo agendas de desenvolvimento pós 2015, reduzindo as desigualdades e responsabilizando os governos, o sector privado pela realização dos objectivos de desenvolvimento sustentável - ODM.
