Rhoda Julius

Tanzania

Rhoda Julius is an emerging lawyer passionate about human rights and gender equality, a public speaker and a digital enthusiast. Rhoda currently serves as the Chairperson of the Girls’ Advisory Board at Msichana Initiative Organization in Tanzania. She is also a Digital Peace Champion with the Youth4Peace Agenda Coalition for Tanzania, a Student Ambassador at the United Nations Development Programme's Student Ambassador Programme in Tanzania, and a member of CYMG, the official youth mechanism to the UN Environment Programme.

My motivation stems from the belief that the digital world should be an equalizer, not a divider. Yet, I have seen first-hand how online spaces can perpetuate inequalities, expose users to cyberbullying, and limit access to credible information for vulnerable communities. My legal background particularly my academic experience in Cyber Law has deepened my understanding that internet governance is not merely a technological concern, but a pressing human rights issue. As Chairperson of the Girls Advisory Board for the Msichana Initiative Organization, I lead advocacy initiatives amplifying the voices of girls and young women, including in online spaces where they often face discrimination and harassment. As a Digital Peace Champion under the Youth4Peace Agenda 2025 (African Leadership Initiatives for Impact), I use digital platforms to promote tolerance, counter misinformation, and advance peacebuilding narratives. These experiences have strengthened my belief that inclusive digital spaces are essential for social cohesion and empowerment.

My professional and advocacy work is grounded in both practical leadership and technical knowledge. I hold certifications in Cybersecurity and Data Science from the CISCO Networking Academy, which have equipped me with strong skills in online safety, data protection, and ethical technology use. Through my role as Secretary for Publicity and Mobilization in the UVCCM Dar es Salaam Tumaini University Branch, I managed outreach, policy communication, and student engagement through social media platforms, ensuring information accessibility and transparency. As Youth Development Officer at Bridge for Girls Welfare, I designed and delivered educational workshops addressing online safety, digital literacy, and responsible internet use for young people. On an international scale, I serve as a UNDP Student Ambassador and a Member of the Children and Youth Major Group to UNEP (CYMG), engaging in global policy dialogues on environmental governance and sustainable development while integrating digital advocacy into environmental and social justice work. This program offers a unique opportunity to merge my passion for human rights with my legal expertise and technical knowledge, enabling me to become a stronger advocate for digital rights.
