Roi Vincent M. Merca is a development advocate from the Philippines, currently working with the Philippine Rural Reconstruction Movement to advance good governance and civic participation. He collaborates with civil society, policymakers, and youth leaders to drive policy reforms and grassroots initiatives. With experience in public health, climate advocacy, and social justice, he amplifies youth voices and builds movements that push for sustainable, people-centered solutions.
In my current role with the Philippine Rural Reconstruction Movement (PRRM), we work with communities to advance Community-Centered Connectivity Initiatives; local solutions that not only expand internet access but also create pathways for civic education, economic empowerment, and social inclusion. For us, connectivity is not merely about installing infrastructure; it is about enabling a farmer to access market prices online, and a student to participate in remote learning. By designing these initiatives with communities, we ensure they are sustainable, culturally relevant, and responsive to actual needs. Our advocacy also extends to national policy.
PRRM is actively pushing for the passage of the Konektadong Pinoy Bill, legislation that seeks to guarantee equitable internet access across the Philippines. This work has deepened my understanding of the policy-making process, stakeholder engagement, and the role of civil society in holding governments accountable to digital inclusion commitments. It has also reinforced my belief that young leaders must be actively involved in shaping these policies because we are not only beneficiaries but also co-creators of solutions.
Through the CADE programme, I hope to gain deeper expertise in digital rights, internet governance frameworks, and strategic advocacy, while learning multimedia storytelling approaches to highlight the realities of rural communities. I plan to apply these learnings to strengthen youth-led campaigns in the Philippines, mobilize young voices in governance dialogues, and produce narratives that influence policy. I am particularly interested in exploring how closing the digital gap in rural areas can strengthen civic education, expand access to public services, and drive socio-economic inclusion.
