Defending civic space and strengthening civil society in Peru

In a context of democratic regression and growing restrictions on civic space, the National Association of Centres for Research, Promotion and Development (ANC) is advancing a national strategy to defend fundamental freedoms and strengthen the role of civil society in Peruvian democracy.
 
Following the approval of Law 32301, which limits rights such as freedom of association and increases oversight of civil society organisations (CSOs), the project seeks to promote coordination, policy advocacy and capacity strengthening to protect the enabling environment and ensure effective citizen participation, in line with SDG 16.
 
Main actions:
  • Macro-regional workshops for analysis and coordination.
  • Consolidation of the “No Nos Callarán” campaign to defend civic freedoms.
  • A digital registry and repository of cases and impacts linked to the new regulatory framework.
  • Dialogue and advocacy with state institutions, as well as in national and international spaces.
Through this initiative, ANC seeks to strengthen the collective voice of civil society and its capacity to respond to democratic challenges, particularly in the electoral context leading up to 2026.
