The JOINT will implement a structured technical intervention to strengthen the meaningful and informed participation of Mozambican civil society in national processes for regulating Artificial Intelligence and digital platforms.
Mozambique is currently consolidating its digital regulatory framework—including the National AI Strategy, data center regulations, and the licensing regime for digital platforms—at a time when civil society still lacks structured mechanisms for technical participation. This creates a risk that fundamental rights may not be adequately protected.
The initiative will be delivered through four complementary actions: regulatory mapping, the production of a rights-based risk analysis, the establishment of a civil society coordination mechanism, and structured dialogue with decision-makers.
A ministry, regulatory authority, or parliamentary committee formally requests technical input from JOINT, or explicitly references the Policy Brief in its internal working documents.
