POJOAJU needs to design and implement an action plan to protect and promote a more enabling environment for civil society and strengthen democratic values

Civil society organizations in Paraguay have been experiencing a persistent shrinking of civic space that is affecting their activities, and many are currently at risk of disappearing. The government approved an “Anti-NGO Law” in 2024 and, at the end of 2025, its implementing regulations, which double bureaucratic procedures, increase operational costs, and pose threats of sanctions and fines.

 

In parallel, government authorities and political spokespersons have been carrying out a smear campaign against NGOs and their leaders. In this context, in December 2025, POJOAJU, together with around 33 NGOs, filed a constitutional challenge before the Supreme Court of Justice against the law enacted by the government. Therefore, POJOAJU needs to design and implement an action plan to protect and promote a more enabling environment for civil society and strengthen democratic values.
