Peru: 130 Civil Society organizations sign a statement in defense of Life and Democracy.

A NATIONAL PLAN FOR DEMOCRACY, HUMAN RIGHTS AND SUSTAINABLE AND INCLUSIVE DEVELOPMENT AS A WAY OUT OF THE NATIONAL POLITICAL CRISIS

RESIGNATION OF DINA BOLUARTE AND ELECTIONS THIS 2023

In view of the recent and serious events that have occurred in the country, the signatory civil society organizations express our appreciation and salute the example of courage and dignity of the peoples, unions, youth organizations, and women, mobilized throughout a large part of the national territory in defense of life, freedom, dignity and democracy that calls for a citizen political response.

We feel part of the struggles of our peoples. We are for a new political pact that represents us all without exclusion. With these efforts we hope to contribute to the possibility of opening a democratic channel for a new political project of the excluded, victims of classism, racism, patriarchy, who for centuries they have been postponed.

  • We reject authoritarian and violent action, the violation of freedom and the violation of human rights, as a response to the legitimate right to citizen protest and their just democratic demands, on behalf of the government. This dangerous authoritarian drift has meant 56 deaths so far. 9 minors, 46 victims of extrajudicial executions, 912 injured, illegal detentions, during which detainees have been assaulted and women sexually assaulted, as well as more than 100 people investigated without guarantees of due process.
  • To justify the violence of the State, with the support of the media at the service of power groups, generate a scenario of internal war which they seek to legitimize by accusing citizens of social and union leaders of terrorists. They do this without supporting evidence and consciously ignoring that these indigenous and popular organizations were not only affected and violated by terrorism, which cost the lives of hundreds of popular leaders in defense of their organizations and democracy, and were one one of the most important architects of the defeat of criminal trekking.
  • We criticize the performance of the prosecutors and the judiciary for failing to fulfill their role of defending rights, refusing to receive habeas corpus, as well as for not being present in a timely manner at times when the mobilized population is repressed, leaving behind abandon citizens. We demand the strengthening of the human rights prosecutor's offices, which have been dismantled by reducing them from 12 to 7 and that these are the ones in charge of investigating crimes against the mobilized population and not those of organized crime.
  • We firmly reject the acts of vandalism committed by infiltrators and by violent groups that act in peaceful marches and demonstrations to discredit them. We demand that the PNP fulfill its responsibility to identify and arrest those responsible for these events, as well as that it act in compliance with national regulations and international standards established for the control of social conflict.
  • The presence of traditionally ignored sectors such as indigenous and peasant organizations, as well as broad sectors of society, especially in the regions with the highest levels of vulnerability, commits us all to dialogue on the political platform that articulates and summons them, as well as to build a national short and medium agenda with clear mechanisms, objectives and strategies. Only in this way will we be able to expand and rebuild a political space with legitimacy and start a process of rebuilding democracy, the rule of law and respect for human rights.
  • This is the path to confront and reverse the clear conservative and authoritarian threat that seeks to impose on our country its ideological agenda against the rights of all, as well as a vertical and exclusive regime, at the service of the powers that be. It is from the solution of the political demands of the mobilized population, that the various regional agendas must be fully articulated, presenting proposals for critical issues that allow closing the structural gaps that are at the base of the massive mobilizations in a large part of the regions.
  • This national and decentralised agenda must have as its essential basis the defence of the right to life, freedom, dignity and full development as essential pillars of our society, as well as the defence of civil and political rights, women's rights, and economic, social, cultural and environmental rights. To give it democratic content and sustainability, this agenda must be built through dialogue and consultation between the population and its organisations, regional and local governments, as well as with the multiple economic, social, environmental and cultural actors in each of the territories.

  • Faced with the seriousness of the crisis that we are going through as components of civil society, we propose as a matter of urgency.
    - Resignation of the president Dina Boluarte.  
    - Bring forward the elections to 2023, without changes in the JNE and the ONPE. The first round should be held in October, the second round in November and the change of both branches of government before 31 December.  
    - Not one more dead. Recognition and guarantee for the exercise of the right to protest without criminalising it and in compliance with international standards.
    - Renewal of the Congress Board of Directors so that a presidency with a minimum of citizen legitimacy is elected to lead the electoral process and the transition to new authorities.  
    - Referendum for the people to decide to initiate a Constituent Assembly process.
    - Change of police commanders responsible for extrajudicial executions, and police reform.  

  • Promotion of the national articulation of the territorial representations of the mobilised society, to strengthen their capacity to negotiate with the powers of the State the agenda that they have been demanding for weeks as the political solution to the crisis. We reject any attempt to bypass this agenda and limit the dialogue to what the government calls the social agenda. 

  • We call on the various international organisations, as well as legitimate institutions such as the ANGR and the national universities, to assume an active role as mediators between the mobilised society, the government and Congress, in order to address urgent political demands.

  • We assume the commitment to participate with our proposals and from our positions, in a broad national dialogue from the territories in the face of the installation of a new government, to reach a consensus on short and medium term agendas. 

  • We will accompany and participate in dialogues and meetings with social, economic and political organisations and representatives in the different territories to agree on proposals and priorities for development agendas. Coordinate and make alliances with regional governments, and with social articulations in the north, centre and south of Peru, to open spaces for representative and autonomous regional dialogue. 

  • Finally, we call on civil society organisations to monitor and oversee the investigation into the deaths of more than 56 people, the hundreds of injured, and the violations of the dignity of the women detained in San Marcos and during the protests and human rights investigations, while reiterating that effective public policies be adopted to provide reparations to the victims of these recent events.

  • And we urge the representatives of the delegations of the United Nations system, the European Union and the OAS to continue to be vigilant and to speak out in the face of the serious events taking place in our country, in order to prevent the stigmatisation of social protest and violent repression from deepening.
